Where should employers fund childcare in Toronto?

This map crosses Census 2021 labour-force participation with the supply of licensed daycare seats nearby. The deepest cells are the neighbourhoods where Canada's $10/day program has not yet caught up with the workforce that wants to work — and where benefits design, not government policy, has to fill the gap.
